MOUNT CARMEL — Mount Carmel Borough will have to pay $800,000 to settle excessive force claims tied to former police officers. The News-Item reports the agreements resolved federal lawsuits filed by three men who said they were assaulted while in custody.
The newspaper reported Jonathan Steckley received $400,000, Lucas Klingerman $250,000, and Jason Dillow $150,000. Three former officers, David Donkochik, Jonathan McHugh and Kyle Schauer, pleaded guilty to civil rights violations and were sentenced to prison.
Officials said the borough paid deductibles while insurance covered most costs. Prosecutors said the officers concealed assaults and caused serious injuries, damaging public trust in law enforcement.
