WILLIAMSPORT — A Kulpmont woman claims borough officials coordinated a campaign to illegally condemn her home. The News-Item reports Dawn Crawford filed the federal civil rights lawsuit . She says officials terminated utilities, pursued fraudulent criminal charges, and subjected her to a malicious involuntary commitment.
She claims the borough condemned her home in 2023 without an inspection. Defendants include Kulpmont, former council President Steve Bielskie and Code Enforcement Officer Heather Owens. Crawford seeks compensatory and punitive damages and an injunction preventing defendants from dealing with the property.
